You have got to be kidding me.
I think I went there once. The PBR was overpriced and the whole placed looked like it had been ransacked. I mean, Fatsos is just up the street...

by "catering to the local crowd" I think they meant something to the effect of "being a place where KU hippies and dropouts can get cheap beer and not have to deal with fratboys."
The writers never actually went inside the bar. Therefore they couldn't see the place was filled not with hot chicks but with dirty hippies. Get a job hippie.
